The same rules and regulations that apply to traditional schools also apply to distance learning, meaning that the individual must apply and determination of eligibility will still be based on student need among many other factors. This can further eliminate several of the burdens that may prevent the individual from returning to school.

Since the student does not have to regularly visit a traditional classroom, learning can take place when it is most convenient for the person.
